The Community Development monitors and tracks permit application metrics. This information helps us improve our operations and plan for the future.
This dashboard includes permits approved and finaled from 2018 to 2020. Three key metrics are shown:
- The number of permits that were approved
- The number of rounds the application was submitted and/or resubmitted by the applicant
- The total number of days from application submission to approval
Methodology
The permit processing data is from our permit tracking system called Accela. We pull the permit's workflow history. This is essentially a list of tasks and dates completed by City staff.
Each round is defined on a (re)submittal, the tasks are split by each 'incomplete status' & (re)submittal task. We use a python script to measure the total and working days between each resubmittal.
Example: Burma 2's Commercial Tenant Improvement permit (B18-1771)
Shown in the Workflow History graphic below, the tenant improvement (TI) permit was originally submitted by the applicant on November 8th, 2018 (see Task #1, in green). It received a final inspection on June 17th, 2019 (see Task # 27). Even though it was about 7 months between submittal and inspection, we only counted the permit processing days. From the first submittal date (#1, in green) to issued date (#26, in orange), the total processing days were 109 total days, or 3.5 months.
The permit's rounds are determined by the amount of times the permit is passed back to the applicant and re-reviewed. Rounds include the permit temporarily being deemed incomplete or approved (Tasks #8, 17, & 25 in red) and the applicant's (re)submittal (Tasks #1, 9, & 18 in green). Since there are 3 (re)submittals for this project, there are 3 rounds.
The Total Days ignore if the permit process was in the hands of City staff, a contractor, or the applicant. Working Days, on the other hand, count only working days in the hands of the city. The time between a permit being incomplete and resubmittal (Tasks #8-9, 17-18) are not counted. This resulted in this permit taking 49 working days.
