Building a new single-family home requires Design Review before getting building permits. If it’s a custom home with the following conditions, it can be approved by City staff:

• No unique or special site conditions
• No neighborhood controversy
• Plans are prepared by an architect licensed by the State of California

If it doesn’t meet those conditions, it will need approval from the Design Review Commission. Once you get approval, you can then get building permits.
