Waste management plans describe how you will recycle, salvage, or dispose of materials associated with your project. Waste management is also referred to as construction and demolition debris recycling. A waste management plan requires at least 65% of waste or the requirements list in the Green Building Code for the City of Walnut Creek, whichever is greater be diverted.
A waste management plan is required if any of the following statements are true for your project:
- New residential, new multi-family, or new commercial buildings
- Demolition is equal to or greater than 300 sq. ft. of sloped surface area
- Existing residential buildings or multi-family buildings where the addition or alteration increase the buildings conditioned area, volume, or size
- The project involves the construction or renovation of floor area greater than or equal to one thousand (1,000) square feet
- Any Commercial additions or alterations
- Total costs are projected to be equal to or greater than $50,000
Waste management plans are required before the issuance of any building permits.
How to comply
Follow these steps to follow the waste management program.
1. Prep email
Add GreenHaloSystems.com to your email safe sender list to prevent messages being treated as spam.
2. Log into account
City will auto generate a Green Halo account link (Walnut Creek’s waste management tracking system), please check your e-mail and log-in to create or manage your existing account Green Halo Systems.

3. Submit a waste management agreement
Read the terms, complete and submit a WMP agreement in Green Halo. This is required before the issuance of your permit.
4. Submit receipts and documents
Upload your documentation to Green Halo as your project progresses. Do not wait until the end of the project to upload. Your documentation should include:
- Materials you plan to recycle, salvage or dispose of
- Receipts from approved facilities where material was collected that state the volume or weight of the material and that the material has been recycled. Receipts need to show Walnut Creek as the city of origin where the material was collected. (a list of certified facilities are available through Green Halo)
When your project is complete, click “Submit For Final” to deliver a completed WMFA to the City.
5. Compliance certification
When project is in full compliance your waste management will be cleared and a notification will be sent by e-mail. You are then able to schedule your final inspection to complete your project.
Fees
A non-refundable administrative fee will be applicable for each “Covered Project”. This fee shall be paid before the issuance of the permit. Learn more about fees.
Noncompliance
No Certificate of Occupancy, or other permits or approvals relating to the project site will be issued by the City until the waste management plan has been approved.
If the required documentation is not submitted and approved by the City the Applicant is in violation of the Walnut Creek Municipal Code 5-3.609 Enforcement and is liable for a civil penalty. This violation makes the Applicant liable to the City for a civil penalty of $1,000, or 1% of the total cost of the project, whichever is greater. The project will not be approved until the project is either in Full Compliance, or the penalty has been paid.
