Consolidated Plans

Developed by local and state governments with the input from citizens and community groups, the Consolidated Plan serves four functions:

  • A planning document built with public participation
  • Establishes local priorities
  • Application for funds under HUD's formula grant programs including CDBG, HOME, ESG and HOPWA
  • Establishes a 3-5 year strategy the jurisdiction will follow in implementing HUD programs

To receive it's annual CDBG allocation, a grantee must develop its Consolidated Plan - a comprehensive planning document identifying its priority needs and goals for the federally funded community development and housing programs. The entitlement jurisdictions of Antioch, Concord, Pittsburg, Walnut Creek and the Urban County formed the Contra Costa Consortium to prepare the consortium's Consolidated Plan.

CAPER

The Consolidated Annual Performance Evaluation Report (CAPER) provides performance information regarding housing and community development accomplishments, particularly those targeted to low and moderate income residents. 

Annual Action Plans

Walnut Creek is an entitlement community under the Federal Community Development Block Grant (CDBG) program. To receive its annual allocation of Federal funds for housing and community development activities, the City must have an approved Five-Year Consolidated Plan, identifying local priority needs and how they will be addressed, as well as an approved one-year Action Plan identifying the projected use of CDBG funds to meet the priority needs for the upcoming year. The Five-Year Consolidated Plan (2020-2025) was approved by Council in May of 2020.

Analysis of Impediments (AI)

A HUD requirement for each jurisdiction to conduct an analysis to determine impediments to fair housing choice within the community. Appropriate actions must be taken to overcome the effects of any impediments identified through that analysis.

The most recent AI was approved by City Council on June 4, 2019.
