Transportation Commission

The Transportation Commission advises the Planning Commission and City Council on all issues affecting parking and transportation. They are involved in discussions about:

  • The Transportation Element of the General Plan
  • Roadway operation
  • Parking
  • Alternatives to single-occupant vehicle travel
  • Downtown Trolley
  • Other transportation-related matters

The Transportation Commission is composed of five members who are appointed by the City Council for a 4-year term.

Commission Duties

The Transportation Commission plays an important role in guiding the way residents and visitors move through the City. 

Here are the duties of the Transportation Commission: 

  • Serve as an advisory body to the Planning Commission and City Council on matters related to transportation planning. This includes the City’s general plan, policy development, and the City’s capital investment program. The Transportation Commission also advises the City on major development and circulation proposals that affect transportation policy.
  • Serve as the City’s parking authority in the development, review, and implementation of a City parking plan. This includes the review and approval of proposals to operate City-owned on-street and off-street parking facilities to ensure consistency with the City’s parking plan. This plan includes:
    • Parking rates
    • Time limits
    • Hours of operation
    • City’s preferential residential permit parking program
  • Establish maximum taxicab fares within the City.
  • Develop, recommend, and review a comprehensive multi-modal system of transit, bicycle and pedestrian facilities.
  • Oversee the Bicycle Advisory Committee and appoint members to advise the Transportation Commission on bicycle transportation and bicycle planning in the City.
  • Perform other duties that may be required by the City Council or the municipal code.
