Project Description
The project proposes the redevelopment of the approximately 9.5 acre site at 2800 Mitchell Drive, along with minor improvements to the easement area extending into the 1925 Oak Grove parcel (approximately 0.4 acres), and a 0.1 acre strip of land that extends approximately 10 feet into the public right of way along the project's Mitchell Drive frontage. The project includes two main components:
- Multi-Family Senior Housing complex — which includes the construction of four buildings containing a total of 254 age restricted apartments and 467 parking spaces. The total living space would be approximately 268,595 square feet in a mix of studio, one, two and three-bedroom units. Amenities would include a three-story recreation building of 11,518 square feet.
- Residential Care Facility for the Elderly (RCFE) — which includes 114 living units with 136 residents/beds and 98 parking spaces, with a total living space of 116,759 square feet.
The project also includes frontage, gate, and entrance improvements. Along the Mitchell Drive frontage, the project would install 10-foot-wide sidewalks in the public right of way.

- General Plan Amendment [Approved] – (1) to change Business Park (BP) to Mixed Use Residential Emphasis (MU-R); and, (2) text amendment to the MU-R designation
- Specific Plan Amendment [Approved] – to remove 2800 Mitchell Dr from the Shadelands Business Park Specific Plan (No. 2)
- Zoning Amendments [Approved] – to create Two New Planned Development Districts (P-D) for 2800 Mitchell Dr and 1925 Oak Grove Rd
- New Parcel Map [Under Review] – to create a separate lot for each use within the 2800 Mitchell Drive parcel
