Project Description
The applicant, Toyota Walnut Creek, has filed an application to amend the General Plan; North Downtown Specific Plan (NDSP); and the underlying zoning district (AS-CM). The applicant also proposes to create a new overlay zone that would augment the development potential of the 6.1-acre property holding through an expansion of allowable uses including residential, hotel, and office uses and increased floor area ratio (FAR).
The subject properties lie within the AS-CM zoning district and the boundaries of the NDSP. This proposed plan amendments require modifications to the General Plan, NDSP and the underlying zoning, all of which were recently amended or adopted by the City Council as part of the North Downtown Specific Plan adoption in October 2019. The proposal will also include a proposed Development Agreement to memorialize terms surrounding the proposed legislative changes, vested rights and public benefits provided as part of the proposed land use changes.
Toyota’s approach includes three stages:
- Stage 1 – Application required for legislative amendments (does not include land development concepts)
- Stage 2 – Applications for specific development projects consistent with revised NDSP and the AS-CM Mixed Use Special District (i.e. overlay zone)
- Stage 3 – Construction
