The Sustainability Action Plan, adopted in July 2023, serves as a guide for the City of Walnut Creek to achieve a sustainable future, adapt to changing climate conditions, and rapidly reduce greenhouse gas emissions for a net-zero emissions goal by 2045. The plan consists of over 125 actions the City will implement to achieve our sustainability goals. Implementation is outlined in three timeframes: near-term (by year-end 2023), mid-term (by year-end 2026), and long term (by year-end 2030).
The Action Progress Tracker below details the City’s progress on implementing the nine near-term actions. Six have been implemented and work is ongoing and three are in progress. The City is actively working toward continuing to implement these near-term actions while making progress on the remaining mid and long-term actions.
Near-Term Actions Progress Tracker
STATUS: ONGOING
- Covered construction projects must divert 65% or more of their construction & demolition waste from landfill.
- The City utilizes the Green Halo platform to help track diversion and connect permit-holders with tools to help recycle or reuse building construction materials.

- RecycleSmart, the Joint Powers Authority for solid waste services for the City of Walnut Creek, tracks relevant solid waste legislation. RecycleSmart’s Board votes to take positions on legislation that will help reduce solid waste in the service area Additionally, the City monitors and takes positions on relevant statewide legislation as outlined in the City’s Legislative Agenda.

- Through RecycleSmart, the Joint Powers Authority for solid waste services for the City of Walnut Creek, the City funds and participates in the RE:Source Guide for Reuse, Repair, Recycling and Safe Disposal, which connects individuals with information on how to reuse unwanted items.
- City staff also work with RecycleSmart to promote and conduct Reuse Day twice a year for single-family homes, allowing residents to conveniently donate unwanted items.

- The City receives Spare the Air Alerts which are shared with the community though our online channels.
- The City also partners with BAAQMD to share additional information about air quality throughout the year on the City website, ECO Newsletter, and other channels.

City staff work closely with Contra Costa County staff to share information on resources that become available during extreme weather and natural disasters. City staff collaborate with Contra Costa County staff to publicize available heating/cooling centers and to provide additional locations when needed. In emergencies, the City utilizes various communication methods for effective outreach including the City’s social media channels, WCAlert and Contra Costa Community Warning System. The City partners with the American Red Cross to operate evacuation shelters when needed.

- The City shares resources and information on emergency preparedness through the Emergency Preparedness section of the City’s website, and in communications throughout the year. The City also supports and works in coordination with the Community Emergency Response Team (CERT) to help prepare for and share information in the event of community emergencies.

- Staff have identified several potential sites for resilience hubs, and are in the process of analyzing what resources would be necessary to modify each site as a resilience hub.
- Staff plan to coordinate with local community groups and agencies to identify additional potential sites and resources.

- City staff have included suggestions to work remotely and/or take alternative modes of transportation (transit, biking, carpool, walking) when possible, in Spare the Air alert messaging. Staff plan to continue to explore ways to share this information directly with the business community.

- Masks are made available to City staff ahead of poor air quality events through the City’s Safety program, with priority to those who work outdoors.
- City staff have a plan in progress to distribute masks at City facilities during poor air quality events.
- City staff is researching potential opportunities for partnership with community-based organizations to distribute masks during poor air quality events.
