A Parcel Map is required to subdivide an existing parcel into four or fewer lots (a minor subdivision or urban lot split). An SB 9 Urban Lot Split is the subdivision of one single-family zoned parcel into two parcels. An Urban Lot Split is a type of minor subdivision that requires a Parcel Map.
A Final Map is required to subdivide property into five or more lots, or when the resulting lot(s) will be further subdivided into five or more condominium units (a major subdivision).
The first step in subdividing property is to begin the process with the Planning Department. Upon either discretionary or ministerial approval of the subdivision, the parcel map or final map application process can be initiated with the Engineering Division of the Public Works Department.
How to apply
Parcel maps and final maps can be submitted by email or in person.
1. Complete applications
Download and complete the Engineering Application and the Final or Parcel Map Supplemental Application.
2. Gather required plans and documentation
A parcel map or final map submittal shall include the following:
- Engineering Application and Final or Parcel Map Supplemental Application
- Conditions of Approval and/or Tentative Parcel Map Approval Certificate
- Parcel Map or Final Map that is consistent with the approved Tentative Map
- Preliminary Title Report or Commitment of Title
- Copies of all exceptions to the title document, referenced maps, and vesting deed
- Closure calculations for all contents of the map including parcels, lots, streets, easements, and monument lines
3. Submit applications and required documents
By email
Email the applications and documents listed in step 2 above to DutyEngineer@walnut-creek.org. Send all documents as PDF files in one email and include the project address in the subject line. If the total combined documents exceed 25MB, upload the documents to the cloud (via Dropbox or Google Drive, for example) and provide a link to the files, in the email.
Within five (5) business days of applying by email, you will be sent instructions on how to pay your plan check deposit fee by check or credit card. Learn more about fees
In advance of your appointment, email the applications and documents listed in step 2 above to DutyEngineer@walnut-creek.org. Send all documents as PDF files in one email and include the project address in the subject line. If the total combined documents exceed 25MB, upload the documents to the cloud (via Dropbox or Google Drive, for example) and provide a link to the files, in the email. PDF files can also be supplied during your appointment on a USB flash drive.
The plan check deposit fee can be paid in person by check or credit card. Learn more about fees.
4. Engineering staff review
Engineering staff will coordinate review of the application with the City Surveyor, Building and Planning staff , and provide comments, if any, within 30 business days.
5. Application approved
Once your application is approved, Engineering staff will contact you with next steps in the process.
